If your site is large... more than a few dozen pages... you will probably want to include some type of "site map" to help your viewers find their way around.  You can use Front Page's version by going to Insert > Component > Table of Contents.

You may prefer to just make a Contents page by hand. List each page, add the hyperlink to that page, and give a brief description of the page.

Because of Front Page's small limitation when linking the navigation structure to "top level" pages, you can insert regular text links to your main pages.

The included style sheet then takes over to provide the roll over effect without using java scripting.
